Gov. Cuomo went on the warpath against Mayor de Blasio's inability to correct the intolerable conditions at Rikers Island.

Cuomo fumed "We build buildings. We build bridges. We build tunnels.  We can build a jail. It's not that taxing of an enterprise."

Gov. Cuomo insinuated that the de Blasio administration's lack of interest in building a new prison is because the prisoners are young, poor, and don't vote.

Cuomo also stated the 7,000 inmates on Rikers Island make the prison functionally unmanageable.
